Joint Powers Agreement for Emergency Management Services - Police

INTRODUCTION
The City of Farmington Emergency Operations Plan is out of date and requires substantial updating.  Since the last update, the Minnesota Department of Homeland Security and Emergency Management and the Federal Emergency Management Agency have made numerous changes.  These new changes and new requirements will require the Plan to be completely updated and reformatted to bring it into compliance.
DISCUSSION

This Joint Powers Agreement will allow Farmington to partner with the Dakota County Sheriff's Office Emergency Management Division to ensure that our EOP is MN HSEM compliant which will include both State and/or Federal requirements.  This JPA will also provide for critical emergency management training and exercises to staff and elected officials.  

 

Partnering with DCSO Emergency Management will also provide us with some consistency between mutual aid agencies in the event of a significant emergency.  DCSO Emergency Management has updated a number of EOPs for municipalities throughout the County.  It will be beneficial to know that our EOP will be similar to others that may respond to assist us.

BUDGET IMPACT

The cost for this JPA is outlined in the agreement:

 

$6,149 in 2023, $6,292 in 2024, and $6,435 in 2025.  

 

Funds for 2023 were included in the Police Department budget and staff intends to include them in the 2024 and 2025 Police Department budgets as well.

ACTION REQUESTED
This agreement is a cost-effective means to ensure we are in compliance with State and Federal requirements and best practices in the area of Emergency Management.  Staff respectfully requests Council approve the attached Joint Powers Agreement for Emergency Management Services with Dakota County.
