| | | | | | | | INTRODUCTION Earlier this year the City Council authorized reissuing a Request for Proposals (RFP) seeking qualified consultants to update the 2040 Comprehensive Plan, to include a community vision process at the front-end of the project. The RFP was reissued, responses were reviewed, and ultimately Staff recommended hiring Hoisington Koegler Group Inc. (HKGi). At the March 6, 2023, City Council meeting, the City Council authorized executing a contract with HKGi to assist the city with the community vision and comprehensive plan update. |

| | | | | | | | DISCUSSION
Based on the City Council's approval at the March 6, 2023 City Council meeting, Staff worked with HKGi and the City Attorney to prepare a Professional Services Agreement for the comprehensive plan update and community vision. The project will be broken down into the following tasks:
- Organize the Effort - this involves developing a thorough understanding of the project and existing conditions. Included within this task will be the collection of background materials, solidification of responsibilities and project goals, evaluation of project area, and refinement of stakeholder engagement and visioning approach.
- Establish an Understanding of the Local Context and a Shared Community Vision - this will involve initiating interactions with key landowners, stakeholders, and the broader community.
- Explore the Possibilities - this task involves exploring and evaluating a range of land use types and patterns that respond to the shared community vision. The land use plans will be a composite view of how the city may look in the future given a certain set of interrelated assumptions.
- Converge on a Preferred Plan - this will focus on an engagement process to help stakeholders understand the components of each alternative land use plan and the challenges and opportunities with each.
- Assemble the Plan - this will include assembling the preferred plan based on the technical review and engagement process. Final deliverables will be prepared to facilitate the comprehensive plan update and amendment process for submittal to the Metropolitian Council.
The Community Development Department will lead this effort, and work closely with the City Council, Planning Commission, other city departments, and stakeholders. Once the Professional Services Agreement is executed, staff will schedule the project kick-off, with an anticipated 12-month project timeline. |

| | | | | | | | BUDGET IMPACT The Comprehensive Plan Updated is being funded by ARPA dollars. The project cost is not to exceed $97,300 based on approved project scope. |
