Authorize a Professional Services Agreement for the 2023 Bridge Inspections - Public Works

INTRODUCTION

The City of Farmington is required to inspect our bridges at regular intervals and provide the inspection data to the Minnesota Department of Transportation (MnDOT).

DISCUSSION

On February 21, 2023, the City Council approved the Consultant Pool for 2023-2027.  Collins Engineers is one of the firms in the consultant pool and has prepared the attached scope and budget based on meetings and discussions with City Staff. The scope includes the following major tasks:

  • Perform bridge inspections in accordance with MnDOT and FHWA inspection procedures and submit reports to MnDOT for one bridge and seven culverts.
  • Enter bridge inspection reports into the MnDOT Structure Information Management System (SIMS).
  • Provide a report to the City for each structure summarizing the conditions, maintenance items, and priorities for replacement or rehabilitation.

 

The attached Professional Services Agreement (PSA) uses the format provided by the City Attorney, which was also included in the solicitation for pool firms.  As the scope is very definable, and the budget is relatively small, this will be a Lump Sum contract.

BUDGET IMPACT

The total estimated not to exceed fee for this work is $5,100; to be charged to the Engineering Services/Professional Services 2023 budget line item.

ACTION REQUESTED

Approve a Professional Services Agreement with Collins Engineers Inc. for the 2023 Bridge Inspections and Authorize the Mayor and City Administrator to execute same.
